The Romeo and Juliet clauses apply to people under the age of consent have sex with people above the age of consent but close to their age. If 16 is the age of consent, that means they can consent with anyone older. They may also be able to have sex with a 14 or 15 year old due to the clause, but it depends on the state.

I wouldn't dare, the AoC in my state is 17. I would be happy to tell a cop I fucked a 17 year old. Or if I were in one of the many states where the AoC is 16, if you told a cop you fucked a 16 year old, the response would be anything BUT what YOU imply (arrest) more like.
