In some states yes and some states no. Many states have 16 as the age of consent but have what is referred to as the "romeo and juliet law" meaning the person has to be within 2 or 3 years of the underage person. Other states just have 16 as the age of consent and anyone the 16 year old wants to fuck is a lucky bastard. This doesn't mean of course that you won't be investigated or watched if you are much older and constantly flirting with 16 year olds however. You can go harass some of age chick almost all you want, but if their underage you will be on a very short leash.

The Romeo and Juliet clauses apply to people under the age of consent have sex with people above the age of consent but close to their age. If 16 is the age of consent, that means they can consent with anyone older. They may also be able to have sex with a 14 or 15 year old due to the clause, but it depends on the state.

I wouldn't dare, the AoC in my state is 17. I would be happy to tell a cop I fucked a 17 year old. Or if I were in one of the many states where the AoC is 16, if you told a cop you fucked a 16 year old, the response would be anything BUT what YOU imply (arrest) more like.
