I'm a woman, I guess I would do it when I was a teenager since it was easier than mooning someone. Sometimes it was more of a "hey, see this, yea you fucking loser have fun not fucking anything half as good looking as me! bbbyyyyeeeee" sad Girls-Gone-Wild self esteem boost. I'm in my mid twenties now, they are actually nicer (fuller) than they were, every once in a while I'll flash my bf or one of my girl-friends-with-benifits in public if we're alone in a grocery store aisle or something for the hell of it, to remind them "hey, I got sweet tits."
