You'd probably be able to motivate your sister in law by framing it as a contest between her and your wife, and undoubtedly your wife would probably be a bit pissed (open does not mean it's OK for your sister to go after your husband), so get her a decent strap-on.
Then DP the hell out of your sister-in-law, trading places (and possibly going up a size or two in strap-on) when she seems to get used to it :D
