i had the same problem, for years i was shit scared of pulling it back further.but i'd had enough of being embarrased when i had sex so i went to the docs he just pulled it back while i looked away, id never seen the whole of my glans before and it was great he showed me how to get it back over again i think he put a little lube on the top.once i had seen it could go back like any normal i just kept stretching it.. man up and do it, it will stretch, no need for a cut.
