It depends on where you're sending her to. If she's going to a bar with a big halloween party/contest, could likely be no big deal. If she's trick-or-treating in an upscale neighborhood, could become a big deal. If she's t-or-t'ing in a lower class neighborhood, might be less of a big deal...and so on and so on....

i think if the climate permits it, and depending on what the costume is supposed to be, i don't see why it wouldn't work. there are a lot of super hero costumes that are supposed to be basically skin tight, and some animal costumes also. i'd suggest visiting whatever store in your area would have a large selection of costumes and see which ones (being worn by the model on the label) appear to be skin-tight, and fashion the body paint similarly.

You'd have to be careful, and paint really well, but it's possible. Especially if you five her a couple obvious pieces of clothing (boots or gloves. People see what they expect to see, most of the time. If she has costume jewelry and gloves, or boots with socks, people will assume it's a costume. So long as they don't get to close (within a couple feet) or get a good look at her ass (hard to paint the crack so it looks like a costume) you'll be fine.
