Your trying to make it a race issue and really all of humanity, most importantly though all of the 'citizens,' are merely being desensitized to having power held over them instead of by them.
The ones who make it to the top of the social ladder are often kept dossile because they more easily comply to the hoops necessary to jump through and are happy with large paychecks. Happy enough to stay out of the way.
If they're not dossile then they know the truth and may well have a part in this act. Those who know the truth, don't play a part in the final act, and have power are few and far between.
