If this batshit retarded post is trying to say that when you look at a website the actual web content is stored on a server in between you and the site every time you load a page then NO. That is not and was never how the internet works. Look into a company called Level3 and things called switches and routers. Most equipment has no ability to monitor let alone store information regarding the data that has gone through it - all they do is act as a middle man and direct traffic to the right place.
