Well, technically it's illegal for minors to have sex with each other also (age of consent works both ways). But in the real world, that kind of thing is rarely prosecuted, and society just turns a blind eye to it (leaving it in the hands of the parents instead). Most youths aren't even aware that laws against sex exist in the first place - thus ignorance is bliss. When you're young, you can pretty much get away with anything with minimal consequences... except for things like murder.
