Also, I used to work in the "repair" area of CompUSA (yeah that was years ago). We found TONS of "questionable" porn. Often when we called it in, the police were like can you PROVE they are under age? Can you prove it was on their hard drive before they brought it in. Basically, they weren't willing to put the money/time unless they can be sure it's a case they can take to the media and say "We caught this perv. now your streets are safer."

So basic rule of thumb, don't distribute it, meaning you download it Jerkoff to it in private and never send it to ANYONE.

Or better yet, DON'T go to those areas! Jerk off to the mental images of girls (or boys) you see about town, as of yet Big Brother can't sweep your mind for being a pedo.
