He wants you to bang her and tell him about it. He's afraid to do it himself, but if you do it, it will give him the courage. He looks up to you as a baller and thinks you have the courage to fuck her. Try to set up situations where you and he and her go someplace (a place that would have privacy for fuck options). Then try to arrange to have him "run an errand" to go pick up beer or something. He will do it. Put your moves on the daughter. If you casually mention in advance someplace someone might be able to observe your chosen fuckplace, he will come back early and watch you fuck her.
