Don't bother.

Surgery can actually make it bigger. A fair portion of your penis resides within the body itself so by cutting the tendons attached at the base to the internal part would actually increase the size as more of it slides further out. The problem is that it is not comfortable to go through and the recovery time is fairly lengthy. Another issue is sometimes you wont have the bloodflow to accommodate the new size and wont be able to maintain full hardness after. This is what they like to do to people who receive injury to the point of severance to the penis to allow them to have a normal penis once again.
