Oh, I've seen quite a few who thought like the last poster, and most are in prison now. As for reporting, NEVER think you aren't making a difference. The National Center for Missing and Exploited Children has a hotline, www.missingkids.com/cybertip/, that deals with child exploitation and pornography. You can make an anonymous report, or like I do, give your name so that they will let you know the results of the investigation. An analyst for NCMEC investigates EVERY report, and it if involves child pornography, they'll contact in-house FBI and ICE agents to initiate formal charges. I've seen it work with a couple of reports that I made, and one led to the arrest of the the person distributing old via links in a chatroom. The process takes 2-3 months, during which every keystroke the person makes on the internet is watched and recorded, and in the end the case is airtight- all that's left is consfiscation of the computer involved and the arrest.
NCMEC works very closely with the Internet Watch Foundation, www.iwf.org.uk, located in Britain, and Friendly Runet Foundation, hotline.friendlyrunet.ru, in Moscow,to coordinate European tracking and arrests. I've reported several times to IWF, and have found that reports made there become actual reports to New Scotland Yard in a matter of days. Britain will prosecute for pics of child models in sexually suggestive poses, and the magic number is 14- over 14 pics involving old and you'll do prison time. FRF is basically just getting started, but they have the blessing of the intelligence arm of the Russian government.
If you report suspected old, get as much information as you can. I always report the poster's screen name, the site address, the identifying number of the pic or video, and the time and date you found the image. DON'T DOWNLOAD THE PIC OR VID YOURSELF- the agencies will do it when they receive your report.
