I'm not sure what the discussion is about. But the FBI can't handle all the cases and as far as i know the enforcement of law on the web is flawed. There simply are not enough resources to do it well. Also, the communication between agencies in different countries is horrible when it comes to internet related issues. child pornography sites are being filtered by governments on a ip basis because they can't get an active response from the authorities of the country that the web sites are running in. Besides legal costs for going against every old-site would be massive. I still hope that the internet will be policed well and by following the rules.

TL;DR They will most likely not get caught. Sadly.
