Hi.. I'm in need of some help.
I need a program that can secretly record a computer's screen or webcam (ONLY WHEN THE CAM IS ON! - I don't want the program to start the cam or anything...)

Otherwise, a program that takes ~1 screenshot per second when certain applications are active or certain websites are visited will also be very useful.

Forget what the first comment says. Get FRAPS. It's free, it has many functions including the ones you need. Google search FRAPS, best download is from cnet.
