This is a "Maltese Cross" stepping drive mechanism, which was mainly used in theatrical movie projectors. It guaranteed the correct and consistent registration of the frames in the film gate and allowed for a relatively long (duty cycle) open shutter time for best brightness. For 35mm cine film the mechanism shown would be driving a sprocket wheel with 24 teeth on each side of the film strip. This type of mechanism was also used in some professional movie cameras.
