That silly little disclaimer means absolutely nothing, legally speaking. I see it a lot on here, on profiles and now this one as a forum sig, but all it does is show you up as being ignorant of the law and how it pertains to you and your activity on the internet. Not to mention the fact yours cuts off mid sentence and you don't appear to have noticed...

It doesn't appear automatically at all. You have to go into your account settings and add that shit in the section for your forum signature yourself. Claiming that it's automatic just reinforces my belief that you're a dumbass... and also announces that fact to anyone reading this.
